JOB DESCRIPTION

As Project Manager, you will oversee the strategic direction of the Shelter programme in the Dohuk Area Office of operation, undertaking needs assessments; monitoring progress and undertaking evaluations, adapting existing programming to changing needs; and undertaking programme development (design and proposal development). You will also ensure the integration of the hard and soft WASH-related elements that are an integral part of NRC’s Shelter, Education and CCCM programming.  S/he will coordinate the day-to-day activities of the projects implemented whilst ensuring that they are implemented effectively and efficiently according to NRC’s guidelines and procedures for project governance applicable to the particular projects.

RESPONSIBILITIES

You will also ensure the integration of the hard and soft WASH-related elements that are an integral part of NRC’s Shelter, Education and CCCM programming.  S/he will coordinate the day-to-day activities of the projects implemented whilst ensuring that they are implemented effectively and efficiently according to NRC’s guidelines and procedures for project governance applicable to the particular projects.

Specific responsibilities

  1. All Project Cycle Management aspects of the shelter grants within the Dohuk area office, as per NRC and UNHCR project cycle management and per UNHCR project monitoring.
  2. Liaise and coordinate with UNHCR technical team at the Duhok AO level
  3. Ensure that shelter projects are fully compliant in the areas of project submission, workplan development, technical works, and financial monitoring.
  4. Develop and manage the overall project and staff work plans to ensure timely assessments, project submissions, monitoring reports, final reports, and financial payments.
  5. Final sign-off of project proposal submissions, monitoring reports, financial reports, etc.
  6. Undertake project monitoring visits, and support staff in the implementation, troubleshooting, engineering problem solving, and solutions.
  7. Ensure shelter projects are implemented with an evidence-based approach ensuring that post-project evaluations and analyses are carried out.
  8. Integrating WASH programming into shelter response where possible.
  9. Scaling up to intervene in emergencies such as new areas of intervention, influx, extreme weather, etc.
  10. Ensuring all output/outcome data and beneficiary data is recorded and maintained in the shelter databases.

Generic professional competencies 

  1. At least five years of field experience working managing and coordinating projects, preferably in refugee/IDP shelter programs in complex emergencies, urban settings, and camp environments, with responsibility for Project Cycle Management, Risk Management, Staff Development/Management, and Grants/Budgets Management.
  2. MSc in Engineering Experience from working in complex and volatile contexts.
  3. Strong knowledge of computer programs:  MS Word, MS Excel, AutoCAD, and other engineering software.
  4. Strong Knowledge about own leadership skills/profile.
  5. Fluency in English, both written and verbal

 Context  skills, knowledge, and experience

  1. Political and cultural awareness and experience of working in difficult situations.
  2. Ability to quickly develop good insight and understanding of the conflict, the human rights situation, and the political environment of the country and the area of intervention.
