STTA for Advanced Advocacy and Effective Communication Skills and Tools-Baghdad

Job Overview

 

  1. Introduction

The purpose of the Iraq Governance Performance and Accountability (IGPA/Takamul) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, is working with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public-sector transparency, accountability, and economy. Reform initiatives includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA/Takamul will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA/Takamul has four (4) objectives:

 

  1. Enhance GOI service delivery capacity
  2. Improve public financial management
  3. Strengthen monitoring and oversight of service delivery and public expenditure
  4. Support Iraqi change agents (cross-cutting objective)

 

  1. Background

 

IGPA/Takamul stresses the vital role that Change Agents play during the lifecycle of the Project while also recognizing that Change Agents are the backbone of the Project’s approach to sustainability.  Currently, Change Agents work within the Iraqi and Kurdish governments, work externally in civil society, work in the private sector, and/or are embedded expert advisors in government institutions.  The role of IGPA/Takamul is to develop and train the Change Agents to ensure systemic, sustained and informed advocacy for innovation and reform in public service delivery and public financial management.

 

 

  • Objective and Scope

 

Because Change Agents are advocates for the Project, for the public and for their respective institutions, their abilities to build coalitions of like-minded individuals and advocate for institutional change is vital to their success. In order to achieve change, it is incumbent upon the Change Agents to be effective leaders and exhibit exceptional advocacy skills and compelling communication skills. In order to further build their ability to influence crucial change aimed at improving both government functionality and the lives of the public through improved services, the Change Agents will undergo advanced training on advocacy, alliance-building, effective communication skills, and leadership. The ultimate goal of building a cadre of effective Change Agents is to bolster governments’ ability to address the concerns of the public leading to greater stability within communities as well as demonstrate to the public that government can be effective.

 

  1. Key Tasks and Responsibilities

The main responsibilities of the STTA communication Expert, working under the direction of the Obj.4 Team Lead, will include, but not be limited to:

Task 1 –:  Hiring the STTA to be responsible on building the capacities of the change agents on Advocacy & Effective communication.

Task 2 – The STTA Develop training materials in Arabic, and English

Task 3 – Organize workshops in Baghdad, Basrah and Erbil to deliver the developed training materials.

Task4 – The STTA work (virtually or in face) with the change agent in the provinces to determine some areas for their intervention.

Task5- The STTA work to draft a practical reference guide (as a troubleshooter manual).

Task 6- The STTA hold one-day training session in each province (by coordinating with the regional Obj.4 Coordinator & the provincial coordinator) to present this manual.

 

 

Required Deliverables

Note: The deliverables and anticipated completion dates below are indicative and will be confirmed at the time of contract finalization and implementation plan approval respectively.

*Note: All documentation, including completed forms, questionnaires, meeting records, reports, presentation slides, training records, etc. shall conform to IGPA / MEL requirements, which should be obtained from the MEL Director.

  1. Required Qualifications & Skills
  2. STTA for Advanced Advocacy and Effective Communication Skills and Tools
  • Bachelor’s degree in relevant field, preferably law or communications.
  • At least three years’ experience in advocacy and conducting successful advocacy campaigns.
  • Excellent oral and written skills in Arabic, Kurdish and English.
  • Familiar with adult and group learning concepts.
  • Excellent training and mentoring skills.
  • High rate of computer competency and knowledge of MS office package.
  • Able to draft quality written reports.
  • Must be willing and able to travel within the country.

 

  • Location

The duty station for this assignment will be Baghdad, with travel within Basra, Babil Najaf, Waist Anbar, Ninawa & KRI to conduct training

 

  • Reporting

The Regional Obj4 Coordinator is responsible for day-to-day supervisory work and coordination (e.g. receives initial submission of all communications, weekly reports, deliverables, and approval requests including meeting and event dates, etc.). The IGPA/Takamul Obj.4 Team Lead is responsible for providing written technical approval for all deliverables.
