Job Overview

 

  1. BACKGROUND AND JUSTIFICATION

The purpose of the USAID-funded Iraq Governance and Performance Accountability (IGPA/Takamul) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, is working with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. Reform initiatives include support to improve service delivery functions, public financial management, open government initiatives, institutionalize and built the  capacity of governmental staff to ensure sustainability of such initiatives beyond the project life cycle. IGPA/Takamul supports the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly.

 

IGPA/Takamul has four (4) objectives:

 

  1. Enhance GOI service delivery capacity
  2. Improve public financial management (PFM)
  3. Strengthen monitoring and oversight of service delivery and public expenditure
  4. Support Iraqi change agents (cross-cutting objective)

 

Many of the Water Directorate managers were promoted or recruited into their positions without ever having any professional level training on project management skills. These professional level managers lack the appropriate management skills to properly supervise their staff and to manage their operations and to plan and implement new projects. Senior public servants within the Water Directorates recognize that having properly trained project managers is fundamental to their managers being able to efficiently and effectively operate within the Water Directorate. Without the proper management training many of these managers will never reach their maximum efficiencies and their staff will not be efficiently and properly utilized.

This project will also aim at building the capacity of “Project Divisions to become capable of managing projects that aim to improve service delivery to citizens in the future using standardized tools and practices and building their capacity in implementing them.

The high levels of non-revenue water (NRW) are common in the Middle East and North Africa (MENA) region including Iraq and this is a significant waste of resources. Reducing NRW losses through leak detection and proper O&M is important to improve the service quality, continuity and quantity. According to a 2018 World Bank report, Iraq’s main cities have water losses estimated at 30-50%. The water supply/demand balance is increasingly under pressure from the growth in population, urbanization and the water infrastructure being largely in disrepair following years of conflict. Failure to detect water leakage can result in the false necessity of expanding treatment facilities and increasing pumping facilities to cover low pressure, both of which will waste valuable resources and needed capital that can be used on other programs.

The existing water infrastructure fails to ensure that all residents are connected to the water network. This has encouraged households and businesses, excluded from the network, to illegally tap into it.

Under Objective 1 – Service Delivery, the IGPA/Takamul Project is working with MOE to Improve the customer subscription process for electricity services.

 

 

  1. OBJECTIVE

 

The objectives of this assignment are to:

  • Build the capacity of MOCHMPW staff to be able to manage projects better through the development of standardized project management methodologies and supporting the staff in implementing them.
  • Build the capacity of the MOCHMPW – Water General Directorate to detect water leaks and assess the current situation of non-revenue water.

 

 

  1. SOW/ACTIVITY PURPOSE AND SUMMARY

IGPA/Takamul activity will be providing training to MOCHMPW – Water General Directorate on topics/subjects such as: Project Management Framework, Integration management, Scope Management, Schedule Management, Cost Management, Quality Management, Resource Management, Communication Management, Risk Management, Procurement Management, and Stakeholder Management.

This training will be provided to Water General Directorate staff utilizing specialized management training consultants.

The training will assist the Water General Directorate to perform a water balance (audit) of their water systems to identify, record and map their system’s assets, to quantify the different types of NRW water losses, and to identify priority projects that would optimize the use of water directorate resources. Reducing non-revenue water (NRW) losses through leak detection and proper operations and maintenance (O&M) is important to improve the service quality, continuity, and quantity of water.

 

 

 

  1. DETAILED TASKS

 

Under this Scope of Work, the following tasks should be performed:

Specific Tasks

 

Task 1: Agreement with MOCHMPW – Water General Directorate.

IGPA/Takamul will conduct introductory meetings with MOCHMPW – Water General Directorate to confirm the scope of the assignment and agree on the implementation plan for training on the two topics: PMP and NRW losses through leak detection. Through this meeting, the Water General Directorate will nominate relevant engineers and the MOCHMPW will nominate training center’s staff to attend these trainings, and all the training material package to be delivered to the Ministry’s training center.

Task 2:  Develop the materials outlines, curriculum, power point presentation and training manual.

Following confirmation from the MOCHMPW and General Water Directorate on the scope of the assignment, IGPA/Takamul will develop a training plan, including the number of trainings, proposed dates, proposed specific training topics and outcomes and will present the draft training plan to MOCHMPW. The Project will incorporate MOCHMPW comments into the training plan and will begin to develop training materials following the same protocol of receiving feedback from MOCHMPW prior to finalizing.

 

Task 3: Implement PMP trainings in accordance to IGPA project procedures

 

Task 4: Run the training on Leak detection technique in accordance to IGPA project procedures

In cooperation with the specialists and the selected change agents in the General Directorate of Water in the Ministry and with the specialists in the Basrah Water Directorate, those change agents and the specialists will provide 10 days of training in Baghdad, IGPA will conduct training that on detecting water leaks using the same detection devices and adopting reference documents, manufacturer’s instructions and operating manual for using the detectors that were compiled and procured for the Basrah Water Directorate by IGPA/Takamul (no new equipment will be procured). During this activity, 25 specialized employees of the General Directorate of Water will be trained (25% of the trainees must be women) in the proper use of equipment, how to detect leaks and the ways to properly repair leaks. This training will also prepare trainers who are able to transfer the experience to the cadres of the water departments in the rest of the water departments in the governorates. This training will be delivered to 15 MOCHMPW – Water General Directorate staff members.

 

Task 5: The final training report, training materials, and power points handed over to MOCHMPW

The Project will complete a 30 pages final training report that includes all training materials (including power points, manuals and tools) to be shared with the MOCHMPW training center for their use in future trainings.

The final report not to exceed 30 pages, excluding attachments and photographs, will summarize the work undertaken by activity and achievements.

  • The body of the report shall be submitted in English
  • One hard copy and a soft copy (MS-Word and PDF format) is required
  • The final report must include a detailed description of the consultant’s work on each task, as well as include a detailed lessons learned section that captures the successes and challenges of the activity. This section should identify best practices that can be shared and replicated across future activities, as well as an analysis describing implementation or planning challenges, with recommendations for overcoming these challenges in the future.

The Project will hand over all training materials, power point slides, training manuals, and copy of the final report with summary of challenges and lessons learned to the Ministry of Construction, Housing, Municipalities and Public Works (MOCHMPW).

–        select change agents to deliver part of the training so they can be ready to take the  responsibility upon completion of the activity.

–        Approved future training plan  at the by the water general director MOCHMPW to replicate the training in other provinces water directorates.

–       Weekly reports cover task 4 period

  1. Qualifications:

The STTA needs to have the minimum qualifications as follows:

  • Bachelor’s degree in related fields and at least 10 years of experience in the related technical areas.
  • Proven experience with business and companies’ registrations in Iraq.
  • Strong analytical and research skills, including access to information.
  • Expertise in result‐based management, gender equality, and capacity building is also important.
  • Expertise in Arabic, English Languages both in writing and understanding.
  • Familiarity with the Iraqi system, administration, and organizational framework.
  • A Minimum, three years of experience working with USAID-funded projects is desired.
  • Knowledge of the Iraqi national and sub-national level of government, development, and service delivery context and knowledge of minority needs.
  • Proven track record of managing similar projects, including upgrading the organizational structure of service delivery institutions
  • The STTA is required to review and agree to the MEL requirements which will be shared by HR upon selection of the STTA.

  1. TECHNICAL DIRECTION

 

Objective 1 Service Delivery Team Lead will be responsible for technical direction and oversight of the activity.

 

  1. SPECIAL CONSIDERATIONS

 

IGPA/Takamul supports STTA’s which do not discriminate based on race, religion, gender, ethnicity, political party affiliation, disability, or any other minority/vulnerability/marginalized identity.  In line with this policy, IGPA/Takamul aims to have equal access to training as well as participation.  For the selection criteria, IGPA/Takamul attempts to reflect the demographics of the target communities and government institution in the composition of training participants.  The identification with any minority/vulnerable population/marginalized group does not supersede the need to select participants who meet the minimum requirements.

 

Data Protection:  

Because IGPA/Takamul works according to the principles of Do No Harm and because the project has a focus on vulnerable, marginalized and minority populations, especially women and children, it is essential that all activities work towards implementing a data protection policy or framework.  The purpose of data protection is multi-faceted.  First, a data protection policy is essential to protect the fundamental, legal rights and freedoms of persons that are related to the data to be protected.  Simultaneously, data protection is essential to ensure a person’s rights and freedoms are not violated or abused.  Data protection regulations regulate the collection, usage, access, transfer and disclosure of data.  The STTA must be familiar with data protection policies, including those that are in place under Iraq legislation, and must be willing to adhere to the data protection policy of DAI.

 

Conflict Sensitivity:

IGPA/Takamul will strictly apply the principles of “do no harm” in the design, planning and implementation of activities.  The purpose of “do no harm” is to avoid exposing people to additional risks through our action. “Do no harm” means taking a step back from an intervention to look at the broader context and mitigate potential negative effects on the social fabric, the economy, and the environment.

 

Change Agent and Sustainability:

The implementer would build the capacity of the change agent to lead some of the implementations, such as providing on the job training to other staff to ensure the sustainability of the initiative beyond the project life cycle.
