Supervisory Financial Specialist

Job Overview

Duties:
The incumbent serves as the principal advisor to the American Financial Management Officer on all matters concerning financial management operations at the U.S. Embassy Baghdad and supervises the development, implementation, application, coordination and management of financial operations at post for State and other agencies. Incumbent is responsible in performing the following specific functions:

– Prepares, executes and provides analytical reports, explanations and justifications for post’s annual and mid-year budget and financial for Diplomatic Programs, International Cooperative Administrative Support Services (ICASS), PD, Overseas Building Operations and Representational Funds.
– Directly supervises Locally Employed Staff – four Budget Analysts of the Financial Management Office .
– Manages daily Financial Management Operations at the Embassy, analyzing, developing and enhancing workflow and operating procedures as required.
– Serves as key Embassy liaison with GFSC Charleston and GFSB Bangkok on all financial management operations of the Embassy .

EXPERIENCE: 

Five (5) years of experience in budgeting, accounting, and financial management is required​.​

​​In addition, one (1) year of supervisory experience required.​

Or using Substitution Experience for Education

Seven (7) years of experience in budgeting, accounting, and financial management is required​.​

In addition, one (1) year of supervisory experience required.​

Education Requirements:

University degree in accounting, financial management or business administration is required.​

Or using Substitution Experience for Education

Completion of Two years of College or University studies is required.

How You will be Evaluated:

Language 

English (Fluent) Reading/Speaking/Writing is required. (This May be Tested)

Arabic (Fluent) Reading/Speaking/Writing is required.  (This May be Tested)

Skills and Abilities:

There might be a financial technical test to assess applicant’s skills and experience dealing with budget management.
