Job Summary:
The Senior Proposal Officer is responsible for leading the development and submission of competitive bids, tenders, and proposals for the acquisition of heavy machinery projects. This role requires strong project management skills, technical knowledge of heavy machinery, and the ability to coordinate with internal teams and external stakeholders to ensure timely and compliant submissions.

Duties and Responsibilities:

  • Manage the end-to-end tender process, including identifying relevant opportunities, analyzing tender documents, and coordinating bid/no-bid decisions.
  • Lead the development of comprehensive proposals tailored to the specific requirements of each tender, ensuring alignment with client needs, technical specifications, and project timelines.
  • Utilize in-depth knowledge of heavy machinery products, specifications, and capabilities to develop compelling technical proposals that highlight the company’s strengths and competitive advantages.
  • Collaborate with the finance and engineering teams to prepare accurate cost estimates and pricing strategies that optimize profitability while remaining competitive in the market.
  • Conduct risk assessments to identify potential challenges and opportunities associated with tender submissions, and develop mitigation strategies to address them effectively.
  • Ensure that all tender submissions comply with relevant regulations, standards, and contractual requirements, including adherence to safety, environmental, and quality management protocols.
  • Build and maintain strong relationships with clients, partners, suppliers, and subcontractors to facilitate collaboration and enhance the company’s reputation as a reliable and trusted heavy machinery provider.
  • Maintain accurate records of tender documentation, correspondence, and submission status, and provide regular updates to senior management on tender progress and outcomes.
  • Stay informed about industry trends, market dynamics, and emerging technologies related to heavy machinery, and identify opportunities for process improvements and innovation within the tender management function.

Required Qualifications and Skills:

  • Bachelor Degree in Business Management, Supply Chain or Project Management, Master degree is an advantage;
  • Minimum Three to Five Years of Experience in Tender & Supply Chain roles or positions, especially in heavy machinery sector.
  • Fluency in Kurdish or Arabic Language and English language is must.
  • Proficiency in Microsoft Office, (Word, Excel, Powerpoint, and Outlook);
  • Ability to work under pressure and meet tight deadlines;
  • Ability to manage complex projects and multi-task. & excellent organizational skills.
  • Ability to flourish with minimal guidance, be proactive, and handle uncertainty.

  • Market knowledge and presentation skills.

Working Condition and Benefit Package:

  • Working Days & Hours: 6 days per week & 8 Hours per day;
  • Salary: $2000 USD – $2200 USD;
  • Annual Leave: 21 Working Days per Year;
  • Public Holiday: 16 Working Days per Year;
  • Communication: Sim-Card, Internet & Monthly Scratch Card for business purpose.
