Job Summary:

The Operation Coordinator will focus on BHA project implementation working closely with the project lead, and will work to support Operations department in ensuring smooth and efficient program delivery for Iraq Portfolio projects in  Line with CO`s strategy and priorities.

Th Operation Coordinator will have level 3 contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

Duties and Responsibilities:

Management of Program Operations:

  • Supports the Sr. Program Operations Manger in the overall coordination of Program Operations delivery of high quality programming in line with the objectives of the country strategy.
  • Supports the Sr. Program Operations Manger to ensure that BHA project progress is in accordance with grant agreements and completed and spent within time.
  • Upon guidance from Operations department represented by the Operations Director, Provides surge support to address operations related gab across Iraq programs.
  • Put decent emphasis on data management of the projects, mainly BHA project, and support in the deployment of PRIME project management software.

 

Program Support:

  • Support the Project Manager in the effective implementation of the project objectives, ensuring high quality and timely deliverables, to fulfil our obligations to stakeholders at all levels.
  • Work closely with the project manager to develop the project operational work plans. Document any change in the approved work plan and report to the Project Manager any expected changes that would need prior approval from the donor;
  • Support the Project manager in ensuring adherence to donor compliance guidelines, SOPs and policies.
  • Support the project manager in coordinating with other project managers and project Coordinators to ensure timely delivery of the project implementation and synergy amongst the different project components, and that delivery is cost effective;
  • Manage the overall beneficiaries data of BHA project working closely with the Operations officer.
  • Work closely with the MEAL Coordinator and MEAL officers in the field to ensure that accountability and feedback mechanisms are established within the project is inline with SC and Donor requirements.
  • Prepare and oversee project implementation to ensure timely delivery of project activities (
  • Support BHA project Manager in preparing timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Support BHA project lead in the coordination of national activities with Baghdad and KRG including facilitation of meetings at the ministries of MoLSA, MoP and MoCHPM.
  • Identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff.
  • Work closely with the Operations Officer to gather, verify and compile monthly reports and inputs from different project stakeholders.

Supervise and Capacity Building of operations staff:

  • Support in ensuring that project specific staff have clearly defined objectives and understand their responsibilities.
  • Support in highlighting capacity and development gabs for project staff.
  • Encourage a team culture of learning, creativity and innovation.

Required Qualifications and Skills:

  • Bachelor’s degree in Public Health, Water Engineering or other relevant field.
  • Minimum three years of relevant experience in project management, implementing projects within agreed timescales and budget limitations, in addition to Previous experience of working on OFDA/BHA funded projects.
  • Fluency in Kurdish or Arabic language and English language is must.
  • Proficiency in Ms. Office (Word, Excel, Powerpoint & Outlook).
  • Experience of and commitment to working through systems of community participation and accountability in WASH and Child protection contexts.
  • Strong understanding of monitoring, evaluation, and accountability frameworks.
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Highly developed interpersonal and communication skills including team leading and influencing.
