Islamic Relief’s (IR) has been working in Iraq for more than 14 years. IR was on the ground throughout the military incursions and is one of the few aid agencies that continued working during and after the 2003 war.
Islamic Relief Worldwide Iraq is implementing several projects in the sector of Food, WASH, Health, Education, GBV, and shelters.

 

Job Purpose:

The WASH Coordinator will be responsible for the design and follow-up of the WASH Country Strategy, following the IRW Iraq Country strategy. Furthermore, s/he supports the assessment, implementation, monitoring, and reporting of current and future IRW Iraq WASH programs in Iraq, as well as liaising with external stakeholders (Partners, Donors, and local authorities) and representing IRW Iraq in the country. S/he will ensure the technical relevance of WASH interventions according to IRW Iraq and Country priorities, upon agreement with the Head of Programme and Country Director.

 

KEY ACCOUNTABILITIES

  1. WASH Programme development.
  • Understanding and analyzing the Water and Sanitation sector in Iraq and defining priorities of intervention according to the Countries’ strategic priorities.
  • Collect and analyze primary and secondary data from different sources related to the WASH sector in Iraq, especially IDPs camps and working governorates of IRW Iraq
  • Identify the needs of the most vulnerable populations and the design and implementation of relevant needs assessments.
  • Proactive participation in the implementation and revision of IRW Iraq WASH strategy
  • Design and develop WASH projects in coordination with other technical departments if required, administration and logistics departments.
  • Ensure the technical relevance of IRW Iraq projects, by providing expertise, assertive and efficient inputs to each program.
  • Initiate and represent IRW Iraq in relevant external coordination meetings (Technical Working Groups, national and local authorities, and WASH partners)
  • Ensure effective communication with stakeholders involved in WASH (data sharing and brainstorming) and with local authorities involved in project definition and/or implementation.
  • Analyse and suggest effective operational partnerships and oversight on the quality of implementation and monitoring of programmes.
  1. Ensure Quality Implementation
  • Coordinate and work with the Head of Programs in the preparation of the detailed implementation, monitoring and spending plan of the project activities as well as identifying specific intervention sites.
  • Ensure quality, pertinence, innovation, efficiency, effectiveness and multi-sectorial of the WASH programs and interventions
  • Participate in the development of technical and innovation tools related to WASH projects (Monitoring tools, Technical requirements, ToRs for consultants and evaluators, ad hoc reports, capitalization reports) in direct relation with HoP, Country Director, MEAL Coordinator.
  • Participate in workshops and ad hoc meetings related to WASH areas of intervention and provide minutes of meetings
  • Review, update and edit documents produced by the WASH team
  • Ensure quality implementation of WASH project in IDPs camps Erbil.
  1. WASH team support and capacity building
  • Participate in the recruitment and assess the capacity of the team, suggest and conduct training, and propose new recruitments whenever required
  • Support the team through coordination meetings and capacity-building initiatives
  • Identify the WASH team training needs and propose training plans to the staff and HR

 

  1. Monitoring, Evaluation, Accountability, and Reporting
  • Coordinate with the MEAL team and HoP to develop and implement strong and responsive monitoring, evaluation, accountability and learning systems for WASH programme in compliance with IRW MEAL Policies and Procedures.
  • Closely monitor the progress and impact of the WASH program through close communication with the Project team and MEAL officer r – Assist the project team in gathering data on a regular basis using relevant data collection tools.
  • Coordinate with the Head of Program and MEAL Coordinator to develop and maintain appropriate tools for monitoring the sponsorship end-use and effectiveness
  • Implement monitoring systems for the WASH projects. Initiate quality monitoring and evaluation plans for newly developed projects (if any)
  • Undertake regular random monitoring visits to project areas and provide feedback to the project team and local partner to ensure concerns and lessons are captured and documented.
  • Draft and compile internal and external reports adhering to the agreed reporting templates – ensure high quality of reports (i.e., ensure compliance with IRW and donors’ requirements).
  • Ensure monthly, quarterly and six-monthly project review meetings
  • Develop and submit monthly, quarterly and project final reports as per donor templates.

 

  1. Budget Management.
  • Ensure timely and proper utilization of budget lines and ensure PRs are raised correctly in AX system.
  • Ensure regular monitoring of the budget through a review of Budget vs. actuals (BvA) with the finance team – and plan accordingly.
  • Conduct monthly BvA meetings with the Project team.
  • Work closely with the program team and Finance team to ensure the program expenditures are closely monitored.

 

PERSON SPECIFICATION

  1. EDUCATION/TRAINING

Required:

Bachelor’s and/or Master’s Degree in Hydrology, Civil Engineer, or WASH related areas Expertise in Water, Waste-Water, Hygiene, and Engineering

  1. EXPERIENCE

At least 5 years of experience in the WASH sector, and experience in the Humanitarian Sector

At least 3 years of experience in the Humanitarian Sector and in External coordination and representation

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

The position holder will be responsible for traveling in all working governorates of IRW Iraq including Erbil, Dohuk, Kirkuk, Diyala, Thi Qar, Basra and Baghdad.
