Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development projects more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector

partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own

needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.

Mercy Corps’ current WASH (Water, Sanitation, and Hygiene) Program supports displaced, conflict-affected populations by enabling access to urgently needed WASH services as part of a first-line response and supports host communities and families who have returned home and required improved WASH services. Mercy Corps’ WASH program is expanding into new areas where gaps exist while reinforcing operational presence in locations that continue to host vulnerable populations. Program interventions include camp- based and out-of-camp settings, infrastructure installation and rehabilitation, and hygiene awareness-raising, alongside distribution of hygiene-related non-food items. The WASH officer will be essential to facilitating smooth implementation of all program activities by supporting the WASH Project WASH manager through organization and documentation of essential procurement paperwork, official governmental authorizations, and supporting on-site implementation follow-up as needed, including field visits. The WASH officer  will also work closely with the Monitoring, Evaluation and Learning Department to ensure proper documentation of monitoring activities, sufficient data collection, and ongoing tracking of program progress against indicators.

GENERAL POSITION SUMMARY

S/he reports to the WASH Project Manager, working closely to develop plans that ensure smooth implementation of projects based in Ninewa, Erbil, Dohuk, Suli as per requested projects at different stages. S/he will be responsible for quality implementation of all gap-filling projects through supervision of contractual work, ensuring that all water supply and sanitation facilities meet national and/or global technical standards. S/he will ensure that all WASH activities and documentation follow Mercy Corps’ policies and procedures. S/he will inspect ongoing work and report on timelines, and progress, flag issues or potential delays, prepared to initiate mitigation measures to ensure the program implementation meets deadlines. S/he supports the overall WASH team in strategic sustainability and contingency planning ahead of anticipated humanitarian response.

 

Essential Job Responsibilities:

– Conduct both rapid technical assessments and detailed technical assessments of various water and sanitation systems at locations including but not limited to informal IDP settlements, unfinished or abandoned buildings, and formal camps containing prefabricated facilities.

– will work closely with the WWG through the  WASH Transition Co-Coordinator National Co-Lead transition and prepare weekly reports for the Project Manager

– Work to sustain the handover of the WASH gap-filling activities in the area of intervention in collaboration with the WWG, JCF, WWG and JCF, ensure WASH services quality monitoring, providing technical guidance and training( if needed).

– Analyze data and prepare reports on findings from technical assessments, site visits, and consultation with local authorities and community members.

–  Prepare detailed Bills of Quantity and Scopes of Work based on assessment findings and in coordination with relevant authorities and their input, as appropriate.

– Facilitate the tender and contract development process, supporting the Procurement Department as needed;

– Liaise with contractors on all timelines, deadlines, and technical details of all gap-filling activity and rehabilitation of the WASH facilities, as well as emergency WASH services (e.g., water trucking).

– Support the development and maintenance of strong communication and relationships with local authorities and the local community, in collaboration with the WASH Project Manager.

– Work with the WASH Project Manager to improve the technologies already in use and develop technically sound and contextually appropriate Operation and maintenance strategies and implement them according to program deliverables.

– Provide technical guidance on national and international standards (e.g., SPHERE) and practical hands-on training to staff working under his/her supervision, as well as contracted on-site engineers as appropriate;

– With support from the WASH Project manager track procurement processes for purchase requests, purchase orders, and payment requests for hygiene materials, and emergency WASH services, in coordination with the Procurement Department.

– Work closely with the WASH project manager to prepare internal weekly and monthly reports.

– Maintain a strong understanding of the security, political, cultural, and overall contextual situation in areas of program implementation and potential program expansion, specifically regarding movements of populations and areas of settlement in camps or outside of camps.

 

Supervisory Responsibility: N/A

Reports Directly to: WASH Project Manager.

Works Directly with: WASH Coordinator and Program coordinator, administration departments and local partners, (if any).

 

Knowledge and Experience

– Bachelors or master’s degree in engineering. Water engineering, Civil engineering or related degree.

– Minimum of two years’ professional experience in implementing emergency response WASH

  • Programs in a humanitarian setting.

– Strong familiarity with Iraqi water and sanitation standards and international WASH SPHERE standards

– Strong technical writing skills in Arabic and English.

– Excellent interpersonal and communication skills with ability to achieve cooperation and agreement amongst diverse groups with competing priorities.

– Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently and with a calm attitude.

– Excellent time management skills and resourcefulness with strong attention to detail.

– Knowledge of WASH in emergencies and ability to develop training on the topic.

– Ability to engage with local communities and government authorities.

– Physically able to spend long periods of time in the field in harsh conditions.

– Ability to think independently and problem solve, able to suggest solutions and mitigations with minimal guidance.

– Strong organizational skills.

– Good strategic thinking and planning skills with an eagerness for innovation.

– Fluent Arabic essential, and English desirable.
