Job Title: Water and Habitat Engineer 1  

Reporting To: MYMP (Multi-Year Multi-Partner) Project Manager

Position grade: B2

Duty Station: Baghdad, Iraq

Duration of Contract: One-year fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:

The WatHab Engineer 1 designs and implements engineering projects within the scope of component 1 of the Forensic Multi-Year Multi-Partner (MYMP) project. The 1st component of the MYMP aims to strengthen and support the development of adequate infrastructure of medicolegal institutions and municipalities in order to improve the provision of forensic services as well as the protection of burial places and cemeteries. In addition, projects will seek to promote better working conditions for the staff and adequate engagement with families of missing persons.

 

The Wathab Engineer 1 monitors on-site works, carries out needs assessments and surveys, and plans new projects in line with strategic orientations, expected deliveries, and budget available for the MYMP Forensic Project.

 

The Wathab Engineer 1 is part of the Forensic MYMP project team and operates with the supervision and coaching of the WatHab Delegate dedicated 50% to this project. He/she reports directly to the MYMP Project Manage.

 

 

Main duties and responsibilities

Field assessment

  • Helps identify needs through assessments and surveys. Plans and organizes visits on site.
  • Assesses needs according to WatHab criteria and Forensic criteria with the support of forensic expert(s), by collecting all relevant information in the field.
  • Analyses the collected information, draws appropriate conclusions, makes recommendations, and presents the results, both orally and in writing.
  • Collects information on other organisations’ programs in the area to identify gaps and prevent duplication.

 

Design, implementation and monitoring of the programme.

  • Contributes to the planning and organisation of programme activities together with the WatHab Delegate / WatHab Coordinator and for the rehabilitation/construction of prioritized forensic facilities.
  • Proposes and designs WatHab projects to meet the assessed needs according to objectives.
  • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats.
  • Monitors project implementation for compliance with project documents, ICRC standards/guidelines, and local building codes/standards, ensuring corrective action is taken where necessary.
  • Manage ongoing contracts.
  • Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
  • Ensures works are implemented correctly, on time, and within budget.
  • Monitor the consumption of the budget against the implementation of activities; alert the project manager in case of excessive or insufficient expenditure; suggest corrective actions.
  • Proposes corrective steps or solutions with especial cases, discusses them with the WatHab delegate and project manager for approval.
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Uses results-based management methodology to evaluate project implementation.

 

Reporting and statistics

  • Coordinates with the project manager and project officer the reporting of activities to ensure consistency between WatHab institutional reporting tools and MYMP project reporting tools.
  • Creates project files in the Project and Activity Management (PAM) and keeps them up to date according to IQ WatHab guidelines.
  • Prepares implementation/progress reports.
  • Reports on occurrence of problems without delay to the direct supervisor.
  • Reports regularly on programme implementation, both orally and in written.
  • Provides statistics or other reports when required.
  • Contributes to the Weekly Operational Report (WOR) and to the Quarterly Technical Report (QTR).
  • Provides regular information to colleagues on security, stakeholder issues, and site progress.
  • Assist community Liaison officer in implementation of Pre- and post-completion surveys, data analysis, completion reports, and success stories.

 

Networking

  • Engages stakeholders, clients, and beneficiaries to promote participation and ownership of WatHab projects.
  • Develops and maintains a network of relevant contacts to further the WatHab programme.

 

Administration/Finance

  • Prepares and shares monthly cash forecast with the project manager, project officer, FAD, and IQ WatHab Administrative assistant from PAM records together with the WatHab delegate.
  • Ensures necessary paperwork (Memorandum of Understanding, contracts, certificates, etc.) relevant to the WatHab projects is established, follows up with administration, and ensures documents are properly filed.
  • Ensures payments of daily workers, suppliers, and contractors according to procedure.
  • Settles working advances according to procedure.
  • Consolidate all documents necessary to support payments (i.e., measurement sheets, final inspection reports) in close collaboration with the project officer and IQ WatHab Administrative assistant.
  • Supervise and contribute to update project(s) filing under the MYMP project Team Space.

 

Logistics

  • Maintains a list of suppliers and contractors up to date.
  • Manages project purchasing on labour and materials according to the delegation’s financial rules.
  • Contributes to the tender process as required.
  • Provides technical support to Logistics for purchases.
  • Organizes material deliveries and ensures checking of the material quality and conformity of paperwork.

CERTIFICATIONS / EDUCATION REQUIRED

 

  • University degree in civil, structural engineer, architecture or similar.
  • Excellent command (spoken and written) of Arabic and English.
  • Proficient in use of drawing software in working construction and architecture.
  • Proficient in use of AutoCAD and MS project management suite or equivalent.

 

PROFESSIONAL EXPERIENCE REQUIRED

 

  • 3-5 years’ professional experience in related field of activity
  • Experience in coordinating multiple tasks simultaneously.
  • Experience working with different programme and support functions.
  • Experience in accounting and monitoring & evaluation an asset.
