VACANCY: Weapon Contamination Field Officer

Job Title: Weapon Contamination Field Officer

Level: B2

Duty Station: Baghdad Delegation (BAG)

Reports to: Weapon Contamination Coordinator (WeC Co)

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:

The Weapon Contamination (WeC) Field Officer implements directly or supports the implementation and monitoring of ICRC WeC activities. S/he contributes directly to ensuring staff safety and the continuation of critical operations, helping vulnerable people, and supporting National Societies in situations where weapon contamination poses a hazard.

ACCOUNTABILITIES AND RESPONSIBILITIES:

Training: Mine awareness and risk action

* Plan Risk Awareness and Safe Behaviour (RASB) activities according to curriculum and community’s needs. This will be done in accordance with the overall planning of the Sub-Delegation and the WeC Co.

* Conduct RASB activities as planned and approved by the Head of Sub-Delegation and the WeC Coordinator.

* Monitor impact of activities through follow up visits to his/her AoR.

* Coordinate activities with regards to Risk Awareness and Safe Behaviour (RASB) with other agencies or partner organizations working in the area, e.g., INGO’s/UN.

* Participate in the development of training programs and the training of the trainers for the partner organizations where applicable.

* Bring to attention of the Head of sub delegation and the WeC CO any initiative, issue or problem pertaining to the implementation of mine awareness activities.

* Deliver WeC staff safety trainings to the ICRC staff, partners and beneficiaries when requested.

Operations: Risk identification, field assessments and referrals

* Gather information regarding mines/UXO situation, incidents, socio economic condition, level of mine awareness, etc. in his/her Area of Responsibilities.

* Gather information regarding various actors who have EOD teams (Federal Police, Local Police, Civil Defense, armed groups).

* Obtain If not already obtained, all required authorizations – administration, police, military, and local authorities in an area of WeC interest and coordinate with the community in the area – and establish community liaison.

* Develop and implement integrated monitoring/mapping and evaluation tools, develop, and improve strategy, approach and methodology.

* Participate in critical field assessments to assess risk and prepare analysis prior to field visits to an area.

* Accompany field visits in coordination with other departments to assess risks, meet victims and provide advice.

* Monitor impact of mine clearance/EOD/marking tasks conducted in response to ICRC when requested.

* In coordination with the field delegates, refer particularly vulnerable mine and Explosive Remnants of War (ERW) victims to the ICRC Physical Rehabilitation Center (PRC), and follow up on beneficiaries.

Coordination and reporting:

* Ensure that WeC activities facilitate and complement other aspects of ICRC programs in his/her AoR, with the technical supervision of the WeC Co, and direct supervision of Head of Sub-Delegation.

* In coordination with the Head of Sub-Delegation and the WeC Coordinator, ensure, that all WeC activities and plans are implemented, monitored, and evaluated as required in his/her AoR.

* Provide timely, clear, and concise reporting in accordance with the established reporting system and formats, maintaining and making available documentation as specified by the internal SOP (Standard Operating Procedures), specially related to RASB activities.

Education and Professional Experience required:

* Advanced university degree (master’s degree or relevant) or first level university degree (bachelor’s degree or relevant) with relevant experience and management, planning and implementation of training/capacity building capabilities.

* Five to ten years work experience in a similar field.

* Good knowledge of geographically assigned environment.

* Computer literate (Office package and mailing applications).

* Good oral and written English and Arabic.

* Experience in the Humanitarian Mine Action sector.

* Certificates and experience in (Non-Technical Survey (NTS), Technical Survey (TS), Explosive Ordnance Disposal (EOD), and Improvised Explosive Device / Explosive Ordnance Disposal (IED/EOD))

* Strong interpersonal skills and a proven ability to work within a team and to establish effective working relationships both internally and externally.
