ACF Iraq is looking for a Women and Youth Empowerment Officer who will serve both Basra and Ninawa offices.
Work place: Basra and Ninewa as defined by project needs and with frequent visits to ACF areas of interventions.
Type of contract: Initially 6 months Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary: Action Against Hunger provide competitive salary according to ACF salary grid of the T2 L1 level.
Benefits: Monthly allowances up to 30% of the basic salary, Medical Insurance and + End of Year Benefit.
The Purpose of the position:
Support the Country Office to ensure, monitor and evaluate the effective integration of Women Empowerment, Youth Empowerment, and protection across ACF programs and projects in Iraq
Specific Objectives:
Objective 1: Conducting an analysis on Women empowerment, Youth empowerment and protection
- Define the Analysis Methodology and tools in coordination with the MEAL
- Collect relevant secondary and primary data from different internal and external resources.
- Consolidate collected data, provide recommendations and ensure the development and implementation of an action for the operationalization and integration of the recommendations.
- Share a comprehensive report with the result of the analysis and organize restitution workshop.
- Develop a capacity building module for ACF program staff and partners
Objective 2: Contribute to beneficiaries’ selection process.
- Conduct Rapid Care Analysis (RCA) with project participants.
- Support the design of eligibility and vulnerability criteria based on assessment findings and the objective of the project.
- Participate in physical beneficiaries’ selection process in coordination with others sectors.
- Assess potential protection risks for beneficiaries (especially GBV) and identify mitigation measures.
Objective 3: Leading women empowerment component of the projects.
- Lead Women and Youth Empowerment Action Learning System workshops.
- Contribute to the design of women empowerment and participation training and workshop materials.
- Support delivering women empowerment and participation related training with key stakeholder including CSO, network of smallholders etc
- Design and organize awareness raising campaign on women’s right, women empowerment and participation.
- Take responsibility of organizing campaigns and events.
- Design and lead advocacy initiatives with the Directorate of Agriculture (DoA).
Objective 4: Support implementation of livelihood interventions
- Contribute to the selection of women and youth for economic development.
- Contribute to the identification of and building the relationship with women’s rights organization, unions, and directorates.
- Support delivering economic development training to women and youth.
- Support the project team to Ensure protection mechanism for women and youth in the field, in coordination with the PSEA/Safeguarding Focal Person.
- Support development of community action plan and establish objectives for advocacy towards government actors promoting specific needs of women and youth.
- Support delivering cash grants to project beneficiaries, women and youth in particular.
- Support women and youth to participate in climate change adaptation initiatives.
Support women and youth to improve value chains.
Objective 5: Reporting and means of verification
- Prepare monthly report of the activities in the field
- Support the line manager in the collection and organization all the required means of verification
- Report any incident or relevant occurrence to the supervisor
Objective 6: Other duties
- Communicate with all the beneficiaries of the project regarding activities location and time
- Follow-up the working plan submitted by the line manager.
- Provide feedback to community
- Prepare weekly progress report including technical comments/feedback
- Supervise the use of security equipment during the rehabilitation activities
- Any other duties as assigned by the line manager
Recruitment Criteria:
Qualification/Degree: | Bachelor degree in the relevant field (eg Women empowerment studies, Protection, social sciences, human rights or related discipline) or equivalent experience |
Professional Experience | Minimum 3 years of experience in Women and Youth empowerment officer Positions Preferably in Humanitarian NGOs. |
Technical Skills | An understanding and sensitivity to equality, protection concerns , inclusion and diversity issues
Capacity in conducting comprehensive Women and Youth empowerment and Protection Risk Analysis and in the operationalisation of recommendations. Demonstrated capacity of social and communication skills and ability to work with others and as part of the team. Excellent interpersonal skills and ability to work effectively with others. Commitment to a rights-based approach, equality, and protection. Knowledge of protection in humanitarian and resilience settings, and humanitarian policy issues. Mainstreaming protection, designing sensitive and transformative activities, operationalization, monitoring, and evaluation. Experience in working with local women rights associations and on women empowerment program. Commitment to feminist values, critical thinking and the overall Justice Program in order to build more sensitive and inclusive societies. Ability to engage with community members, partners, government, and other stakeholders in a respectful manner (essential). A clear understanding of rights and protection issues including solid experience working with vulnerable communities Awareness and demonstrable knowledge of how Violence Against Women manifests in humanitarian settings and ability to design context-specific prevention and response actions.. |
