Accounts Payable Officer – Erbil

World Vision – Iraq Office is looking for a highly qualified and motivated person for the position of Accounts Payable Officer – Erbil

 

Purpose of Position:

This Purpose of Position will be used in the WVI or local Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. This position is required to ensure compliance with local legislation, WVI and donor requirements, to ensure sufficient liquidity for smooth operations and to contribute to achieving the Finance function KPIs. Position is required to manage the day-to-day accounting activities including review, processing, reconciliation, and monitoring of office financial records and transactions, to provide direct assistance during audit preparation and ensuring financial resources are properly safeguarded.

 

MAJOR RESPONSIBILITES

 

Local (Government) Reporting

  • Ensure Compliance with Local legislation, WVI and donor requirements.
  • Ensure accurate and timely submission of tax, social security and other mandatory reports required by local governmental bodies.

 

Accounting, Compliance and Monitoring

  • Ensure review of the source documents/ payment packages before processing the payments to ensure alignment with local legislation and WVI and donor regulations. Provide feedback in writing to the supply chain and project team regarding the inconsistencies found in their submitted documents.
  • Ensure PRs submitted through Provision for the assigned projects carefully examined against budget, coded accurately, and meet donor requirement (allowability, reasonability, allocability). Ensure split billings are cleaned.
  • Ensure accurate and timely financial data into the standard registers as required.
  • Ensure payments are processed within 3 working days after complete supporting documents submitted to the Accounting.
  • Ensure all bank accounts balances reconciled monthly.
  • Ensure all payable accounts & advances (including advance to partners & third parties) are reconciled, followed up and cleaned on monthly basis (aging analysis)
  • Assist the Reporting and Analysis team with monthly reconciliations as required.
  • Assist Accounting team Lead in audit preparation to provide required information.
  • Perform site and partner monitoring visits.
  • Perform any other duties requested by AP TL or Finance Director

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Minimum 3 years of experience in accounting position with medium business/medium NGO/government agency
  • Experience with humanitarian aid in-country is a plus.
  • Practical Knowledge of financial systems, budget/cash flow monitoring and internal accounting controls.
  • Computer aptitude and experience with word processing, database, management, and spreadsheet software.
  • Analytical skills and good attention to details.
  • Proficiency in written and spoken English and local language.
  • Ability to travel within the country.

  • Bachelor’s degree in accounting, Finance or Business Administration, or a related field
  • At least 2 years of relevant work experience.

 

Travel and/or Work Environment Requirement:

  • The position requires ability and willingness to travel domestically 10% of the time.

 

Language Requirements:

  • Fluency in written and spoken English and Arabic Are required.
