RESPONSIBILITIES

WOOD is looking to fill Construction HSE Lead role, a secondment role to be based in Basra on 28/28 rotation, to provide HSE support and leadership to the Projects and Engineering Construction team in implementing Company standards at Construction sites. The role has the following responsibilities:

Responsibilities:
• To manage and coordinate all aspects of HSE on the Construction sites, which vary from brownfield to greenfield and surrounding associated areas.
• To advise the BGC Construction site leads and Construction Contractors on all HSE-related issues.
• To monitor the activities of the site to ensure that all Construction related activities comply with COMPANY HSE requirements, particularly the Construction Site Safety Standardization program
• As part of the Construction Site Management Team, he/she will interface with and support the Construction Leads and Construction Supervisors on site HSE related issues.
• To ensure that all persons within the BGC Project team, including contractors, staff, HSSE team members, and any interface project areas, fully comply with all Legal requirements within the Health, Safety, Security, and Environmental spheres of influence in the Construction field.

Construction Sites HSE management:
• Establish an HSE culture and awareness in BGC project Construction site teams.
• Support integrated site team comprising various disciplines such as HSE, Instruments, Electrical, Scaffolding, Commissioning & start-up, Civils, etc.
• Implementation of Construction Site Safety Standardization (CSSS) program at all sites, including regular compliance reviews and reports to BGC
Construction Managers.
• Drive implementation of work site hazard management and intervention by personal behavior and regular reporting of an intervention program to
BGC Construction Managers
• Drive BGC Goal Zero and Life Saving Rule compliance on BGC Construction activities
• Review and promote Construction safety awareness through HSE inductions, Time Out for Safety briefings, and training and awareness campaigns.
• Assure compliance with BGC Environmental requirements in Construction activities by regular site follow up on waste management, environmental awareness, and housekeeping arrangements and liaison with the BGC Environmental Department,
• Assure security arrangements of the Construction Contractors in conjunction with the BGC Security Department.
• Assure compliance with BGC HSSE & SP, Substance Abuse, and Driving Policies in all Construction activities.
• Assess and evaluate risks by providing viable, adequate, and practical solutions through regular interface with BGC Construction Managers, Leads, and Contractor Management personnel.
• Assure compliance with Iraqi legal requirements.
• Conduct compliance reviews in keeping with the Project HSSE Plan as it is applicable to the Construction activities.
• Support Incident Owner in Investigating all incidents/accidents and near misses.
• Ensure prompt reporting of HSE statistics for Construction contractors according to contractual requirements.
• Promote high standards of site housekeeping, cleanliness, and hygiene.
• Assure implementation of the Construction HSE Plan and applicable Permit to Work System (greenfield or brownfield)
• Assure HSE competence of Construction Contractor staff by ensuring the suitability of Contractor HSE Induction training and adherence to mandatory BGC HSE training requirements
• Foster a close working relationship with BGC Asset and Operations departments to ensure HSE standards are maintained in Construction activities on brownfield sites, particularly in Simultaneous Operations scenarios involving Shutdown, Process Isolation, or CSU activities
• Ensure all HSSE documentation is reviewed, updated, and approved in accordance with all project specific and international legal requirements.
• Assure the development and implementation of the Construction Contractors’ HSE Plans align with BGC’s overall HSE Plans.
• Assure compliance with BGC Contracts HSE Management procedure in Construction activities through Kick Off, Pre-Mobilization, and Contract
Execution in conjunction with BGC Contracts HSE Management Lead
• Provide onsite coaching to the red-banded Construction contractors in order to systematically improve their HSE Performance by application of HSE Improvement Plans
• Implement risk controls for managing HSSE performance through work procedures.
• Verify that emergency response procedures are in place for project Construction activities and interface/integrate with the existing BGC facilities’,
including oversight of regular ER drills and Medical Emergency Response Plans
• Enable social license to operate by minimizing negative impacts on communities and the environment in accordance with the ESHIA outcomes.
• Drive the delivery of timely and quality HSE data from Project contractors.

Resource Management:
• Ensures the achievement of HSSE functional goals and targets, setting the team and individual objectives, ensuring proper performance
management, evaluation, and development of staff while maximizing the performance of the team and staff
• Manages the talents of the Field HSE team, including the attraction and retention of staff in collaboration with the Human Resources function.

HSE in Execute Phase (Contractor & Construction):
• Collaborate with Contractor HSE Lead and Field HSE Leads to proactively set up HSE systems in the field ensure safe mobilization of
Contractors, and ensure the risk is well assessed and control measures are implemented. The majority of BGC projects will be in an operating
plant and should be managed under SIMOPs.
• Manage HSSE for the existing asset engineering upgrade and short- and long-term rehabilitation and Construction activities with a significant
capital investment in an operation spreading over a large number of Greenfield and Brownfield sites over an area of 22,000 km2.

HSE in Commissioning and Start-up:
• Manage interfacing with OPS to understand their HSE requirements associated with the design and ensure that it is captured in the front-end
• phases of the project.
• Participate in following up on HEMP outstanding actions and ensure that all HEMP actions are closed out in line with BGC standards before RFSU.
• Advise in PSSRs and support project and commissioning team in developing Statement of Fitness (SOF). Support safe commissioning and
• transfer to OPS.

 

 

QUALIFICATIONS

• B.Sc. or equivalent or recognized higher level HSE qualification, e.g., NEBOSH certificate or equivalent.
• Minimum 10-15 years Oil and gas industry Construction/turnaround background in occupational health & safety or HSSE of which 5-8 years must be a management / supervision role.
• Experience in major / mega projects / portfolios projects execution will be an advantage.
• International experience (out of base country) will be an advantage.
• Experience in implementation of Construction HSE requirements and in managing contractor safety.
• Experience in delivering HSE training, performing HSE audits, and supporting incident investigations.
• Experience implementing BGC HSE MS requirements.
• Brownfield Construction/turnaround / SIMOPs experience an advantage.
• Demonstrate ability to deal with multiple, often conflicting, goals and priorities.
• Experience in delivering HSE training, performing HSE audits, and supporting incident investigations.
• Adaptable to the Middle Eastern culture and post-conflict environment
• Speaking Arabic is an advantage.
• Good influencing and negotiating skills.
• An HSSE-driven mindset Experience in working in harsh geographical and /or technical environments (e.g., temperature extremes) is desirable
