This position is required to deliver the Atrush Capacity Enhancement (ACE) project on time and on schedule.

Position Summary:

  • Enforcement of Vendor/Contractor procedures and specifications, as well as international Specifications.
  • Supervise, guide, and troubleshoot contractor construction activities related to installation of various process facilities (EPF, CPF, WPF, Pipelines, and various equipment both rotating and static).
  • Witness Fabrication/Welding/tool builds/NDT/ Flange management, Coating, Performance Testing, insulation integrity testing, cable tray installation inspections, cable tray support inspections, earthing connections inspections including test wells, panel inspections and Cad-Welding, and Atex Inspections
  • Ensure confidence that Quality and Project Design requirements are being met.
  • Interpret and Implement Quality assurance standards.
  • Assist in developing QC dossiers.
  • Daily and project reporting of activities.
  • Witness and supervise shut down/overhaul and on-stream inspections for process facilities. review and verify the data and inspection reports.

Main Duties & Responsibilities:

  • Address daily QC issues, promotes quality awareness within the Team and reports key findings.
  • Coordinate with the facilities team. Reviews and comments during the development phase of Projects.
  • Write, Review and Implement QA Plans, ITP’s, ITR’s, WPS’s, PQP’s, and Red Line Drawing.
  • Technical and Quality Specifications (TQS) for goods / services and facilitates implementation.
  • Specify quality requirements for manufacturing/fabrication and repair ensuring compliance to the same.
  • Steward Non-Conformance Reporting (NCR) and Deficiency Reporting System implementation.
  • Coordinate equipment failure investigations / root cause analysis (RCA).
  • Confirm documentation control for goods procured along with contractor services.
  • Coordinate QMS assessments on all new and existing local goods and service contractors.
  • Coordinate equipment receiving inspections (where applicable).
  • Ensure Contractor/Vendor Traceability specifications are being followed.
  • Verify that Equipment Preventive Maintenance, Inspection and Test Programs (PMITP) and Inventory maintenance inspections are in place.
  • Act as Contractor key performance indicator (KPI) facilitator for service providers.
  • Participate and shares key lessons learned and/or other quality-related issues.
  • Oversee and ensure compliance of Fabrication service tool and equipment preparations/inspections to include, but not limited to, Material Receiving, Welding Inspections, Traceability conformance, NDT inspections, repair, reassembly, pressure testing, and function testing of service tools and equipment, and enforces compliance to all applicable specifications.
  • Hands on and supervisory experience with E&I equipment, electrical/instrument cables, process controls, emergency & shutdown systems, fire & gas systems, PLC, SACDA, interface requirements, specifications, codes & standards, and test equipment.
  • Able to read and understand Material Test Certificates, Calibration Certificates, Datasheets, etc.
  • Able to develop Red Line Drawings.
  • Able to read and understand PID, Isometric, SLD, WD, SCH and GA drawings.
  • Able to understand and interpret radiograph films.
  • Interacts with the contractor’s agents to facilitate repairs on contractor owned quarantined goods (e.g., damaged, etc.) and provides oversight of repairs.

Minimum Qualifications:

  • Professional supervisor with broad QC experience in, Facilities Construction and Project management. Skilled and a minimum of 5 years’ experience in Industrial Construction, Fabrication, Mechanical, Pipeline, Electrical, and Instrumentation as appropriate.
  • Extensive relevant experience in onshore oil and gas facility construction.
  • Applicable card holder / Certified, ANST level 2 or above, ACCP Level II, CSWIP 3.1, CWI, API 570, API 577, API 653, API 510, NACE CIP, SSPC PCI, AMPP, ATEX, (IEC, NFPA, ANSI, IEEE, NEMA, API, ISO or equivalent.
  • Well versed in quality improvement techniques, resolving issues, carrying out root cause analysis and non-conformance investigations.
  • Data analysis and reporting skills.
  • Able to track Inspections and other site activities.
  • Competent experience with Microsoft Word, Excel, and Outlook.
  • Excellent Organization Skills and detailed oriented.
  • Experience in managing EP and Construction Contractor.
  • Excellent communications and inter-personal / leadership skills are essential.
  • Team player, acting as a champion to break new grounds and self-motivated with an ability to find solutions to new challenges
  • Ability to manage the relationship with key stakeholders.
  • Proven track record of result deliveries in challenging project environments.
  • Can read, review and understand the ISO/ PID, GA, SLD, WD, SCH, and technical drawings
  • Knowledge of welding, inspection, read and review WPS, PQR, WPQ. AWS/CWI, CSWIP certified or in related standards, API 570, API 577, ASME SEC. IX.
  • Knowledge of Non-Destructive testing NDT, Including VT, RT, UT, PT, MT. ASNT level II certified. Familiar with ASME sec V
  • Knowledge of piping, pressure vessel, storage Tanks inspections and related standards API 570, API 510 and API 653
