Role Propose
Zain Iraq is actively recruiting to hire a Site Acquisition Expert who will play a critical role in overseeing the end-to-end site acquisition process for a Full Turnkey (FTK) project, ensuring that all sites for telecom infrastructure are identified, negotiated, acquired, and approved according to technical, legal, and business requirements. This role involves close coordination with contractors, internal teams, landowners, and regulatory bodies to meet project timelines and ensure the smooth deployment of network infrastructure.
Key Accountabilities
- Identify and assess potential sites for telecommunication towers and equipment installation, ensuring they meet FTK project requirements (technical, commercial, and regulatory).
- Lead negotiations with landowners, landlords, or municipal authorities to secure lease or purchase agreements on favourable terms. Ensure that all agreements align with project timelines and financial objectives.
- Ensure all site acquisitions comply with local zoning laws, permitting requirements, and other legal regulations. Work closely with legal teams to finalize contracts and obtain necessary approvals.
- Oversee and manage contracted site acquisition teams, ensuring they follow established protocols and meet deadlines. Conduct regular performance reviews and provide feedback to maintain contractor efficiency.
- Liaise with internal departments such as engineering, legal, and regulatory teams to ensure acquired sites meet technical and regulatory requirements, and are fit for the installation of telecom infrastructure.
- Address and resolve any site-related issues that may arise during the acquisition process, including problematic lease negotiations, regulatory challenges, or site rejections.
- Maintain detailed documentation for each site, including lease agreements, permits, and other relevant materials, ensuring accuracy and accessibility for all stakeholders.
- Track and analyze site acquisition KPIs, ensuring timely reporting on acquisition progress to management. Provide regular updates on contractor performance, site leases, and project status.
- Assist in developing site acquisition budgets and ensure all activities align with the overall project timeline and financial plan.
- Ensure all site acquisition activities are coordinated in line with the FTK project scope, ensuring that all phases (site acquisition, design, construction, etc.) are completed within agreed timelines and quality standards
Education, Experience and Competencies
Education:
- Bachelor’s Degree or above
Qualifications:
- Minimum 5+ years of experience in telecommunications site acquisition, preferably with a focus on GSM towers.
- Proven experience in managing and overseeing the work of contractors.
- Strong understanding of telecommunications infrastructure and relevant regulations.
- Excellent negotiation and communication skills, with the ability to build rapport with landowners and contractors.
- Proficient in project management methodologies and tools.
- Excellent analytical and problem-solving skills.
- Detail-oriented with a strong work ethic and the ability to manage multiple projects simultaneously.
