Islamic Relief’s (IR) has been working in Iraq for more than 16 years. IR was on the ground throughout the military incursions and is one of the few aid agencies that continued working during and after the 2003 war.
Islamic Relief Worldwide Iraq is implementing several projects in the sector of Food, WASH, Health, Education, GBV, and shelters.
JOB PURPOSE:
The education Project Officer/cum – Engineer assists Project manager with the development and implementation of the project activities, including project plans, policies and solutions and contributes to issue resolution and escalation, research, analysis activities and planning and monitoring activities in Diyala and Duhok governorates.
KEY ACCOUNTABILITIES:
- The Education Officer/cum Engineer will spend their time working in Diyala Governorate in a technical role. The Education Officer/cum Engineer will focus primarily on schools’ rehabilitation and need to be flexible to support the other programs activities.
- The Education officer/cum Engineer will coordinate to sign MoUs between IRW Iraq and the DoE for schools’ rehabilitation and handover of schools after the completion of rehabilitation work. She/he in coordination with DoE staff will conduct a detailed assessment to identify rehabilitation work and needs of teaching and learning material.
- Re-activate and strengthen the Parent Teachers Associations (PTAs): The position holder to contribute to re-activate PTAs in target schools to ensure that PTAs act as link between the schools and targeted communities, provide required support, facilitation and monitor the process of the actual rehabilitation work in the schools.
- To train teachers to conduct sessions with children in their respective schools, he will ensure to participate in these sessions, during these sessions IEC material including posters and brochures will be distributed in schools
- Preparing bill of quantities for designing, maintaining and rehabilitation of schools’ WASH facilities.
- Assessment of water and sanitation needs, available resources and the capacity of existing systems for targeted schools in Diyala and Duhok governorates.
- Consulting with DoE , School management , PTAs and community representatives (including women) about access, design and management of water systems and sanitation facilities, as well as hygiene promotion needs.
- Monitoring schools’ water quality when needed.
- Design and implement sanitation systems for latrines, liquid and solid wastes, other schools’ facilities, including drainage and vector control.
- To participate in the need assessment to identify the most vulnerable schools in Diyala to be supported with WASH activities.
- To work closely with the Project manager in planning for the project activities and share regular plan with project manager and Head of Programs as per request.
- Develop an implementation plan and ensure the effective tracking of the project.
- Develop an action plan strategy for the implementation stage of this project to ensure the effectiveness of a collaborative service system approach.
- Conduct regular visits to the field for project activities implementation and conduct regular follow-ups with the project beneficiaries’ activities.
- Prepare reports on weekly, monthly, quarterly and Annual basis.
- Perform assigned related task by the project management.
- Traveling to Erbil main office to attend the required workshops, trainings and other events as well as to Duhok for monitoring the school’s rehabilitation activities.
ADDITIONAL RESPONSIBILITIES
PERSON SPECIFICATION
- A) EDUCATION/TRAINING
Required:
- Minimum of Bachelor Degree in Engineering, Development studies or related field
- B) EXPERIENCE
- 3–5-year experience in the field of WASH construction and rehabilitation working with INGOs/NGOs.
- Previous experience working in the same field is an advantage.
Required:
Professional Qualifications.
- Extensive experience in working for NGO or INGOs on Development fields with a minimum of three years of relevant experience.
- Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
- English & Arabic language proficiency (speaking, reading, writing).
- Good writing and reporting skills.
- Ability to multi-task and meet deadlines.
- Proficiency in computer applications (MS Word, Excel, Power point).
