Job Overview

OVERVIEW

The Jiyan Foundation for Human Rights is seeking applicants for the Head of Finance and Logistics position in the Kurdistan Region of Iraq.

Position: Head of Finance and Logistics Iraq

Status: Full-time employee (40h/week, five days)

Based: Erbil, Kurdistan Region of Iraq

Reports to: Board of Directors

KEY RESPONSIBILITIES AND DUTIES

Finance Department:

  1. Supervise finance and logistics staff in nine locations in Iraq and one location in Syria.
  2. Oversee and manage accounting and finance functions, including timely recording of transactions, cash management, banking, payroll, receivables, and payables (approx. 5000 transactions per year).
  3. Plan and implement systems for financial operations in accordance with Jiyan Foundation’s Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
  4. Prepare monthly reports to the Board of Directors and Program staff as required, including budget vs. actuals for each cost center and other financial information, in a timely and accurate manner and reconcile general ledger files, account reconciliations, expenditures by cost center, as well as other financial information in a timely and accurate manner.
  5. Provide training and guidance for accounting and logistics staff
  6. Sign off on payroll accounting, including reporting of income taxes and social security contributions
  7. Oversee implementation of internal revision and auditing
  8. Prepare financial reports and other ad-hoc requirements for review by the Board of Directors
  9. Sign off on regular bank and cash reconciliation
  10. Liaise with the auditing companies
  11. Prepare financial reports for relevant authorities
  12. Sign off on permanent inventory of the organization’s equipment and assets
  13. Regularly check the chequebook and petty cash stock
  14. Approve payments and requests for procurement and logistics documentation
  15. Suggest adjustments to book-keeping software Infor SunSystems
  16. Stay up to date with donor policies, procedures, rules and regulations and update finance and logistics staff.

Logistics Department:

  1. Supply Chain Management:
    • Develop and implement strategies for optimizing the NGO’s supply chain.
    • Ensure a reliable and cost-effective supply of goods and services for project implementation.
  2. Procurement:
    • Oversee vendor selection, negotiations, and contract management.
    • Ensure procurement activities comply with organizational policies and donor regulations.
  3. Inventory Management:
    • Manage and control inventory levels to prevent stockouts or excess inventory.
    • Implement systems for tracking and monitoring the movement of goods.
  4. Transportation and Distribution:
    • Coordinate transportation of goods and materials to project sites.
    • Optimize distribution channels for timely delivery of supplies.
  5. Compliance and Documentation:
    • Ensure compliance with laws, regulations, and donor requirements.
    • Maintain accurate and up-to-date documentation related to logistics activities.
  6. Risk Management:
    • Identify and mitigate risks in the supply chain, such as delays or security issues.
    • Develop contingency plans to address potential logistical challenges.
  7. Budgeting and Financial Management:
    • Develop and manage the logistics budget.
    • Monitor expenditures and ensure cost-effectiveness in logistics operations.
  8. Collaboration and Communication:
    • Collaborate with other departments to understand logistical needs.
    • Communicate effectively with internal stakeholders and external partners.
  9. Monitoring and Evaluation:
    • Establish KPIs for logistics operations.
    • Regularly monitor and evaluate the performance of the logistics team.
  10. Capacity Building:
    • Develop skills and capabilities of the logistics team through training.
    • Stay updated on industry best practices and technological advancements.
  11. Emergency Response Planning:
    • Develop and implement plans for emergency logistics response.
    • Address logistical challenges during natural disasters, conflicts, or crises.

REQUIREMENTS

  1. Completed Master’s degree in Finance or Accountancy.
  2. Minimum five years of professional experience.
  3. Written and spoken English, Kurdish skills, with Arabic a plus.
  4. Familiarity with book-keeping software and international book-keeping standards; experience with Infor SunSystems desirable.
  5. Ability to work in an interdisciplinary team, cooperation with other staff members, centers and external partners.
  6. Strong organizational and problem-solving skills.
  7. Readiness to travel, including multi-day trips both nationally and internationally.
  8. Undertake any activity aimed at protecting clients, particularly children and youth, from violence and harm.
  9. Active interest in promoting human rights and social justice; awareness of current events both nationally and internationally.
